I missed the tour this year, but last year I stood by the side of the road, and was quite impressed at how the plod closed the roads 'just in time'. It's a skill to organise that kind of operation. The cyclists were spread out over a couple of mins, and as soon as the last team support car came past...

OT - but in West Bay there is a proper motorcycle car park, I've not seen anywhere else. You get your ticket and put in in a holder in the ground. What's to stop someone pinching your ticket though?

Audacity is what you want. You have to download the mp3 codec after you install it, but google that and you'll be on to a winner...
