You could build a stand for them to sit on and fill them with fuel. They should sit at the exact sane angle as when on the bike. Jets can't really break, nowt to go wrong with them. They can come loose, be fitted in the wrong place or get blocked up, except emulsion tubes which can wear on some models.
I have heard of people filling the carbs with water to test them off the bike but I'd prefer to use petrol. Just be bloody careful.
