the fiesta driver was pulling out to overtake as what the camera doesnt show is that the road was just expanding into a dual carriageway,old boy was just a touch to keen to get to the dual bit

The fiesta is still some way (several hundred yards) from where the road widens. The car pulls out before the rugby club, with Angharrack viaduct still in the distance, yet the road doesn't widen until after the viaduct and near the top as the road curves to the right.
Not so much at that end, but at the other end it is very similar to the ilminster by-pass and quite common for cars to make a non-existant third lane in the centre to go past. I always make a point of driving out near the white line along there to make the morons overtake properly

oops i thought the dual carriageway bit started a lot earlier than that,but then when riding it i doubt i do much different to the biker in question
at a guess,i'd say the fiesta driver was doing what you do but to a larger extreme to stop the biker passing
