NC30 gets my vote
It's (IMO) the best built 400, bullet proof engine, no compromise on build quality, gear driven cams...and a very low seat height. Just make sure you find one that's not been abused. It's an extremely neutral and easy to ride bike imo, anyone that rode my old one gelled to it and they felt like they've ridden it forever after 10miles or so. Good torque for a 400 too.
NC23/NC29 and NC35 are also good bikes. NC23's can be picked up very cheaply too, they're very under rated bikes. Every bit as good as the NC29, just only made for a few years before the NC29 took over. NC35's are still quite expensive imo and not a massive improvement over the NC30 (Actually less powerful too due to the new (at the time) Japanese laws)
Spares is not an issue at all, you can still even buy brand new original Honda plastics etc.

I think they both look awesome for bikes which are now 20/21 years old!!!
