New Cameras In Taunton

Has anybody else noticed the new cameras that have appeared on the main routes in & out of Taunton? They look like CCTV cameras and are mounted on black posts.
My best guess is that they are ANPR cameras checking for tax/insurance as they don't look like speed cameras and are not located in obvious speeding locations (one between two roundabouts by Crosskeys pub on way out of town). There is also one just past the crematorium on the A38 towards Wellington. Haven't been out the other side of town for a week or so, but I suspect there'll be more on the other main routes.
If I'm right about what they are then I'm not bothered at all 'cos I don't ride without tax/insurance, and it might take potentially dangerous tossers off the road, but it'd be nice to be sure.
It'd also be interesting to know if they are ANPR; do they register and store your details everytime you pass? sort of like tracking peoples movements in & out of town.
