Cheap chrome doesn't last very long before it starts to flake off, good quality chrome is expensive, items are first polished then copper plated then nickelplated before finally being chromed, it is a very labour intensive process hence the expense. Used exhaust parts are a nightmare as they can very easily contaminate the chroming vats and many places will not touch them. Also with chroming ally wheels there is a danger of enbrittlement caused by the various processes involved. with wheels it is better to speak to someone like aerocoat about a chrome effect powdercoating that is available. Try speaking to either Griffs reality motorworks in Bristol, or Hull electro platers, both offer very high quality chroming, it is not cheap from either of them, but if you want quality you have to pay for it.

i was speaking to a chap today who has just had his wheels n bits for his bandit chromed. he actually sent them off to custom chrome usa as there werent many companies prepared to do it and with those few that would it was too expensive in this country and no-one would guarantee him a good finish, let alone a perfect finish. he was well chuffed with the results from what he received, they want that extra mile and get rid of all the small imperfections before chroming. the downside was it took 6 weeks to get them back but it was worth the wait
hope that helps

Zinc plating goes on before copper because copper plate does not adhere very well to ally.
