It would seem that someone has finally owned up

You may be right - but I'm sure that is/was the section of road at the end of the dual carriageway on the Liskeard Bypass (westbound) towards Dobwalls - just after the small industrial estate on the left. They used to do that for the last 2 summers before the Dobwalls bypass opened.

It actually said "Lane closed to ease congestion". Some real hero that came up with the logic for that one. All it did was move the bottleneck onto the dual carriageway instead!
