So people will be means tested even for the smallest offence?? That's a lot of administration, but I'm sure it will pay for itself.
I think the income cap at 47k is a bit unfair.

The local radio today has been full of a speed recorded on Dartmoor of 117 in a 40 zone , but they do not know if it was a car or a bike they are saying , so in which case it may have been police car responding to an emergency i reckon , Highly trained drivers that regularly kill pedestrians on crossings,etc etc

If they recorded the speed, how can they not know what it was?

As for means testing, and the cap, that's really fair!
£2.5k (max fine) isn't so much to someone on £2k a week, by it's a sh*tload to someone on £2k/mth.
