All those points the council is trying to prohibit, except sounding the horn, are illegal anyway and covered by existing law. As usual in this country existing laws are not enforced and new laws are layered over the top which won't be enforced either until we live in an illiberal bureaucratic mess.
What happens when 100 bikers who have never met happen by chance to ride the same route at the same time without prior arrangement? And the ban will cover "all motor vehicles". Will all the car drivers in a convoy of slow moving holiday traffic be jailed for organising an illegal drive-by? Its ridiculous. Too many council leaders with too much time on their hands being paid far too much money with too little accountability.
They will try to enforce this nonsense and when tested in court they will loose and the public, as always, will pick up the bill while the council leader who dreamed it up, with their inflated salary and gold-plated pension, will remain untouchable and unsackable.

But if it applies to 3 or more bikes what happens if you ride in from out of town and they spot you ?
