if you really want to deter people from crimes like this,, drink driving, vandalism etc there is only one punishment - public humiliation.
BRING BACK THE TOWN CENTER STOCKS. Then watch the figures fall.

The fine is insignificant to some peeps, some wouldn't care if it was £2000 !
However, caught twice will lose their licence, and poss the job for which they 'needed' the mobile so urgently.

Just have it actually policed 
I'm old enough to remember clearly marked Police patrol cars on the road crewed by experienced officers who knew the difference between a bike doing 90 on a clear motorway
and a boy racer driving past a school at 40 playing with his stereo
