I have to say if you look at the video footage i am really not so sure that it was rider error. Watch the video again, watch the front wheel and then listen to the engine revs. The engine revs remained consistent suggesting that he did nothing wrong and was consistent in his turn. If however you watch the front you can see a clear turn of the front wheel to the left before the front wheel tucks.
It seems clear to me that the tyre lost traction (hence the sudden left hand steering) and the subsequent tuck of the front and low side.
Looking at the side of the road this looked very dry full of gravel. If i were a betting man I would have said this was caused by fine gravel on the road which caused the front to loose traction. for me this was not rider error.

That sounds more plausible. Saw the cops and had a momentary panic.
It was what the front wheel was doing that confused me. It looked like he turned in for no apparent reason.

To me it looks like he saw the cops and his reactions were to move his left leg to cover the rear brake to slow down, because he was banked over his foot caught the ground on the way to the brake causing the front to loose traction. Pretty much what the rider said happened apart for the cops bit

Pieeater since when has your rear brake been on the left hand side of your bike. On my bike that’s the gear change
Not sure if the cop car made a difference if you look at the position where he fell off he might not have even seen the cop car at this point. Still think it was just graven / dust / sand on the road and the front just lost traction and folded.

I've watched a few more now and it's common to see bikes go down like that on that corner.
From that camera angle it seems like there is no reason but after reading more of the comments most put it down to rider inexperience.
Apparently that corner tightens mid way around it, and the ones that fall may already be at max lean, so hanging off or slowing down are the only options. Most just try to lean more and then the front lets go.
Here it is on the google, doesn't look to alter it's curve but I suppose where the bike are dropping might be the point where riders realise they need to adjust their line. You can sort of see a darker area of road around the 4 o'clock position where panic braking must be happening regularly.

There just doesn't seem to be any reason... must be the camera angle not showing what's really happening, or that road surface is random.

I would say the front tucked (1.16) as he backed off the throttle (1.15) ever so slightly when he saw a copper. We all know it's an automatic reaction, even when Simon is on track!!
Also his body position isn't great, probably because he's wearing jeans and he's sitting too close to the tank and upright.
His foot then moves at 1.17 but it's already game over by then.
It's hot, dusty and so many crash there.
