if its a long black rubber tube hanging below the engine from the carb its probably the float bowl vent pipe, a tear in that shouldnt make any difference but if you're worried just replace it with another piece of tube the same length.
when you took the carb off, you didnt notice a split in the large rubber between the carb and the engine did you?
also, before it started playing up had you been doing a lot of low speed town riding?

Re: MY BIKE WONT WORK!!!!!!!!!!!
if its anything like me old 2-stroke then low speed or town riding is just the sort of thing that will make it oil up - they need a good thrashing to clear em up. it'll seem hard to start, splutter a lot and not rev smoothly if the plugs fouled.
when you got the plug out, just have a look at the colour and condition of it. a fouled plug will look oily and wet. to test if the plug is ok, rest it on top of the metal on the cylinder head with the ht lead attached (and the ignition on), so the metal thread of the plug is touching the metal cylinder, and kick it over. DO NOT touch the plug itself while doing this or you will get a nasty shock (literally
and you should see a nice healthy blue spark. if its orange, and doesnt go directly from the central metal pole of the plug to the metal "arm" over the top of it (ie it goes through the white insulating ceramic around the metal core), then you need to either clean the plug or replace it.

depends what they have to do, might be worth getting a compression check done first and foremost which will be cheap enough and should tell you if its time for new rings or rebore or anything like that. is yours the powervalve model? if so is it that operating ok (listen for servo noise when you switch ignition on)?
