Taunton Traffic BMW Question

Hello all,
I was going to Taunton today and over taking as you do, of corse doing the speed limt and just after the west hatch turn off I noticed a Silver BMW Reg **08 SMU in front of me.
At the last min before I over took him I noticed a small LED little light in the back window so I thought that I will slow down and pull in behind it just to check it out.

Not to my suprise there was another LED light the over side of the window and a camra in the front window, as you can guess it was then 60 all the way for the rest of the trip.

The only thing that puzzled me a little was that when we pulled up to the traffic lights with me still behind him, a CHAVED up little Civic pulled up next to him and speed away from the lights (not doing the speed limit!) why did he not go after him ? was he waiting for me to fly past him and take down another biker ?

Whats your thoughts everyone ?

Maybe he couldn't be bothered to do too much paperwork and how can you be sure the civic was above the speed limit. He could even have been off duty/returnin to base or you could be right and he wanted to bust your ass

The officers inside were human and not machines and so had perfectly normal emotional reactions...

I wouldn't read too much into it.
